CECP Steering Committee Charter and Guidelines -- March 2004

Vision: The Cooperative Extension Curriculum Project (CECP) will be the primary online resource for in-service* training for Extension faculty in the Southern Region States.

Mission: To establish and ensure an efficient process for the development, sharing and maintenance of high-quality in-service training materials through CECP.

Scope of Responsibility: The Steering Committee develops and provides guidance to the process of CECP curriculum development. The actual creation of curriculum modules is the responsibility of the Program Committees and their designated Module Development Teams.

Membership: The Steering Committee is intended to reflect the membership of the Southern Region Program Leadership Network (PLN). It consists of one representative from each Program Committee (PC), six at-large members appointed by the PLN Executive Committee (EC), and three members of the PLN staff. Members will serve three year terms, with one-third rotating off each year. Members may be reappointed. (Elected and appointed members' term lengths will be designated in year one to establish one, two and three year terms. The first members will rotate off August 2004.)

Leadership: A chair, vice-chair and secretary will be elected from within the committee. The vice-chair will become the chair the following year. The secretary will be elected for a one year term.

Charge: The CECP Steering Committee will:

  • Establish parameters and maintain guidelines for the CECP curriculum development process:
    • Peer review process
    • Guidelines for module development/updating
    • Review of completed modules

  • Function as the CECP design team
  • Serve as a clearinghouse for Program Committees as they work on the CECP:
    • Identify and resolve potential duplication of effort
    • Facilitate joint development of modules across Program Committees as needed
    • Identify team members and resources for Module Development Teams as needed

  • Communicate in ways that foster development of the system:
    • Monitor and report on progress to the PLN Executive Committee
    • Bring any CECP issues forward to the PLN Executive Committee
    • Provide information about CECP to the Program Committees

  • Determine how to sustain the system:
    • Alternatives for indefinite coordination and continuation of CECP
    • Incentives and rewards for institutional, Program Committee, and individual participation in developing CECP modules
    • Identify potential resource enhancements

Authority/Reporting: The CECP is a project of the Southern Region Program Leadership Network as a whole. The organization's Executive Committee is the final authority on CECP, with the development of the CECP system delegated to the CECP Steering Committee.

  • The Steering Committee reports to the Southern Region Program Leadership Network Executive Committee (EC).

Review of Materials

- Ensure that peer review is established by all PCs.
- Approve module deployment based on report of review by PC.

- Define parameters of review process that are appropriate for the program area.
- Report reviews to SC.

Module Teams Assist PCs with identification of additional members as needed. Check for appropriate team composition. Assist MDTs with identification of additional members as needed. If necessary, request assistance from SC in identification of additional members. Identify all members possible. If necessary, request assistance from PC in identification of additional members.
CECP Design Gather design input from PCs, assemble and charge design team(s), advocate for implementation of CECP systems as expressed by the design team(s).Make recommendations for improvement or development of online delivery tools. Gather design input from PC members, consolidate, report to SC. Report any design considerations to PC.


* It is recognized that the ultimate vision for CECP is to also address training for external audience. However, the initial focus on in-service training will require that the Steering Committee be likewise focused. It is expected that the charter of this body will be adapted to accommodate an external component at the appropriate time.
